Ms. Liu  specializes in  new energy project investment, M&A and financing, real estate, infrastructure projects and foreign direct investment in China. She helps clients design the investment structure, conduct legal due diligence, and draft, review and negotiate transaction documents. 

Ms. Liu obtained LLB and LLM degree Southwest University of Political Science & Law.   Ms. Liu is qualified to practice law in China 

Ms. Liu joined Anli Partners in 2025 and used to be an of counsel with King & Wood Mallesons for more than 10 years.

New Energy Project Investment

· Provided legal services to CGN New Energy Inner Mongolia Company in connection with its capital increase and the introduction of strategic investors, and supported the company in successfully raising 11.8 billion yuan.

· Advised GD Power Hebei New Energy Development Co., Ltd. on acquisition of 500 MW of PV project asset package of Yingli Energy Development Co., Ltd.

· Provided full legal services for Beijing Tianrun New Energy Investment Co., Ltd. in its sale of equity interests in more than a dozen wind power project subsidiaries.

· Advised NYOCOR Technology Co., Ltd. with its cooperative investment in new energy projects with Yingli Energy (China) Co., Ltd.

· Advised NYOCOR Technology Co., Ltd. on acquisition of 490 MW of PV project asset package of Yingli Energy Development Co., Ltd. 

· Advised NYOCOR Technology Co., Ltd. in its energy equity acquisition of Hanergwuzhong Taiyangshan Photovoltaic Power Generation Co., Ltd.

· Assisted Xinjiang Tbea Group Co., Ltd. on its establishment of internal legal compliance system

· Advised Huadian New Energy Development Co., Ltd. in its acquisition of PV project asset package of Jiangsu Sumeda New Energy Development Co., Ltd. (target companies: Xuzhou Zhongyu Power Generation Co., Ltd. and 8 others) 

· Advised Guoneng (Beijing) International Power Energy Co., Ltd. in its acquisition of 150 MW PV power stations in Shandong Province by Trina Solar Energy Co., Ltd. 

· Advised CGN Wind Energy Limited in its new energy equity acquisition of Dezhou Runfeng New Energy Co., Ltd.

· Advised Guoneng (Beijing) International Power Energy Co., Ltd. in its acquisition of 230 MW household distributed photovoltaic asset package in Hainan Province of Zhejiang Liansheng Hezhong New Energy Co., Ltd. 

· Providing daily legal services and consulting to China Three Gorges Renewables (Group) Co.,Ltd.

· Provided full legal services for China Huadian Corporation in major mergers and acquisitions

· Advised Guodian Ningbo Wind Power Development Co., Ltd on acquisition of 512.05 MW industrial and commercial distributed photovoltaic projects held by Chint New Energy by a wholly-owned subsidiary of SAC

· Advised NYOCOR Co., Ltd. on acquisition of 30+ PV power stations and wind power plants across China (including Hebei, Henan, Shandong, Inner Mongolia, Ningxia, Shaanxi, Yunnan, Qinghai, and Xinjiang)

· Advised CGN on acquisition of PV power stations and wind power plants across China (including Hebei, Jilin, Inner Mongolia, Yunnan, Qinghai, and Xinjiang)

· Represented Harbin Electric Company in the development and construction of a large-scale wind-electricity storage project in Shaanxi Province

· Represented Three Gorges Capital’s renewable energy investment funds in multiple Rooftop EPC projects

M&A and Financing

· Advised SCPG Group on the acquisition of an asset portfolio from CapitaLand Group

· Advised China Galaxy Securities Co., Ltd. on its investment in Lize Center, Plot F-22 and Plot F-23

· Provided legal services to a state-owned enterprise in connection with its acquisition of port projects located in Tianjin and Hebei

· Provided legal services to Standard Chartered Bank on real estate mortgage financing across multiple cities in China

· Provided legal services to Macquarie Group regarding the development and operation of Joy City Plaza in Shanghai, Chongqing, Xi’an, and other cities

· Advised Taikang Life Insurance on the acquisition of a Beijing-based elderly care property through equity merger and acquisition

· Advised institutional investors on their investment in the MoFang Apartment project
